*3. 对投标人的资质业绩要求：

1)投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2)投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

3)投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http***dding.com）成功注册。

4)信誉要求：

①2020年1月1日至今，境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“信用中国”网站（www***）或各级信用信息共享平台中未列入失信被执行人名单。

证明材料：投标人需提供“信用中国”（www***）和“国家企业信用信息公示平台”（http***.cn），截图加盖投标人公章并附在投标文件中。

②2020年1月1日至今，境外投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。

证明材料：投标人须提供承诺函。

③投标人未被列入中国中化黑名单库（名单以投标截止时间***）；

5)投标人必须是制造商或制造商直接授权的代理商；如为代理商投标，需提供制造商出具针对本项目的授权函原件或复印件加盖投标人公章并装订在投标文件中，否则其投标文件将被否决。

6)业绩要求：

自2012年1月1日起至2022年12月31日止（以合同签订时间为准），投标产品（气动衬塑球阀或蝶阀）在中国境内至少有3个新建或扩建（不含技改技措）丙烯腈项目的装置（包括丙烯腈装置或MMA装置或SAR装置）或类似工况介质为硫酸、硫酸废酸水装置的应用业绩，且3个业绩中至少有1个丙烯腈项目的装置的应用业绩，此外每个项目气动衬塑球阀或蝶阀的累计数量不少于5台，投标产品的系列型号与产地须与业绩中产品系列型号与产地一致。

证明材料：投标人须提供相应业绩合同关键页复印件加盖投标人公章并装订在投标文件中，业绩合同须包含合同封面、合同签章页、供货范围、建设地点、最终用户、装置类型、规模等，如合同无法体现相应信息，则须提供合同的其他辅助证明文件（包括不限于技术协议、设计请购文件、用户证明等）。上述资料如不提供、或有虚假信息，其业绩将不被认可。

7)本项目不接受联合体投标。

4.1报名须知（重要）：

（1）网上报名及下载招标文件：登录中化商务电子招投标平台（e.sinochemitc.com），潜在投标人需先进行网上注册（免费），通过网上支付平台使用及技术支持费，支付成功后，可下载招标文件***。（中化商务电子招投标平台技术支持联系电话：***）。

4.2投标须知（重要）：

（1）投标文件（纸质文件+电子文件）须按招标文件***（收件人：常刚，+86 ***522），否则不予接收。

（2）成功购买文件的潜在投标人确认参加投标的，需在网上递交投标文件前，至中化能源SCM集采平台（http***m.com），根据提示进行企业CA办理事宜，并完成CA绑定。未办理CA将不能进行投标文件的签章、加密、提交。完成CA的绑定后，在中化能源 SCM 集采平台下载投标管家工具（附带操作手册），通过投标管家完成投标文件的递交，全流程完成的标志为供应商获得“投标回执”。

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or a copy of the bank credit certificate issued by the basic account bank within 3 months before the bid opening date.

3) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http***dding.com) before bidding.

4) Credibility requirements:

6) Performance requirements:

4.1 Registration instructions (important):
