1．***（以下简称“招标机构”）***委托，邀请合格投标人就江苏LNG接收站项目下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：分布式光纤测温系统

CNCCCInternational Tendering Co.,Ltd.(hereinafter called “Tendering Agent”), for andon behalf of CNOOC Jiangsu Gas Co., Ltd (hereinafter called“Purchaser“) invitessealedbids from eligible bidders for the supplyof following equipment:

关境外提供的货物，合同签订后1***日装船，交货地点：中国上海港；

Goods provided by thecustoms outside China shall be shipped 120 days after the signing of the contract, and the place ofdelivery shall be at the port of Shanghai, China;

关境内提供的货物，合同签订后1***日到达***省***市滨***区江苏LNG接收站业主指定现场。

Goods provided inside thecustoms territory shall arrive at the site designated by the owner of JiangsuLNG terminal in Binhai port area, Yancheng City, Jiangsu Province 120 days after signing the contract.

2．业绩和资格要求：

References and Qualification requirement:

1）资质要求：

Qualificationrequirement:

A.投标人必须是具有独立法人资格的分布式光纤测温系统制造商或代理商。独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构***、税务登记证或三证合一营业执照等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

The bidder must be a manufacturer or agent of distributed optical fiber temperature measurement system with independent legal personality . Requirements for independent legal person qualification: the bidder within the customs territory shall provide valid business license, organization code certificate, tax registration certificate or three in one business license, etc. The bidder outside the customs territory shall provide valid independent legal person certificate. To prove that the bidder has independent legal personality.

B.代理商要求：如果投标人所投的分布式光纤测温系统不是投标人自己制造的，投标人应得到该货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

Agent requirements: If the distributed optical fiber temperature measurement system offered by the bidder is not made by the bidder itself , the bidder shall obtain the consent of the manufacturer of the goods and the formal authorization to prove that he is the only one to provide the goods in this bidding.

C.分布式光纤测温系统资质：

⑴制造商应具备满足CCCF认证的光纤测温系统的生产能力，并提供CCCF认证证书。

⑵制造商应具有第三方检测机构***，激光安全级别不低于1M等级，投标时提供有效证书复印件。

Distributed optical fiber temperature measurement system qualification:

(1) the manufacturer shall have the production capacity of optical fiber temperature measurement system meeting CCCF certification, and provide CCCF certification certificate.

(2) the manufacturer shall have the laser safety level certification certificate issued by the third-party testing organization, and the laser safety level shall not be lower than 1m level. A copy of valid certificate shall be provided when bidding.

2）财务要求：

投标人应提供2017-***审计机构***，包括资产负债表、现金流量表、利润表。

The bidder shall provide the unqualified financial audit report and audited financial statements issued by the audit institution from 2017 to 2019, including balance sheet, cash flow statement and profit statement .

2017-***三年平均净资产：不低于等值300

Average net assets in three years from 2017 to 2019: no less than RMB 3 million equivalent;

2017-***每年利润总额均大于0；

From 2017 to 2019, the annual total profit is greater than 0;

2017-***每年经营活动现金净流量均大于0；

From 2017 to 2019, the annual net cash flow of operating activities is greater than 0;

2017-***每年资产负债率：小于0.8；

Annual asset liability ratio from 2017 to 2019: less than 0.8;

以上四项财务指标须同时满足三项或三项以上。

The above four financial indicators must meet three or more requirements at the same time.

3）业绩要求：

Performance requirements:

分布式光纤测温系统制造商自******月***日至投标截止之日（合同签署时间），至少具有1项低温工况（-160℃以下）应用业绩。投标人必须提供业绩支持文件，应包括但不限于：业绩合同关键页复印件（如：合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查），并同时提供能够证明产品正常使用的用户使用情况反馈或用户调试合格报告。无法提供证明材料的业绩为无效业绩。

The manufacturer of distributed optical fiber temperature measurement system has at least one application performance in low temperature (-160 ℃ below) condition from January 1, 2016 to the deadline of bidding (contract signing time) . The brand and model of products in the supply performance shall be consistent with the bidding products. The bidder must provide performance supporting documents , which shall include but not limited to: copies of key pages of performance contract (such as: contract front page, contract signing date page, delivery date page, signature and seal page of both parties, description page of supply scope / scope of work, main technical parameters page, etc., with the original for reference). At the same time, the user_EpSingleQuotes_s feedback or the user_EpSingleQuotes_s debugging qualification report that can prove the normal use of the product shall be provided .Performance without supporting materials is invalid performance.

4）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。

Manufacturer shall have the ISO9001 quality management systemcertification and the certificate is valid. The agent shall have the ISOcertificate of the product manufacturer.

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从******月***日开始至2021年4月***日止，***采办业务管理与交易系统（http***om.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件*****元人民币***元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http***ding.com/）注册成功并通过平台审核。

The interested Bidders may obtain the bidding document byfollowing method: Please login at CNOOC Procurement Operation System(http***om.cn) on the page ofIvitation for bid for purchasingBidding Document from April. 6th, 2021 toApril. 13th 2021. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchaseBidding documents online. The whole purchasing process must be operatedonlineandoffline payment will not be accepted. After successful payment ofRMB 2000.00 or USD300.00 for each copy of Bidding Documents which isnon-refundable, Bidder may download the Bidding Documents. Bidder fails topurchase Bidding Documents online is not eligible to bid. In addition, thebidder need to succeed in the China international bidding nets(http***ding.com/) registered and through the platform review.

4．投标文件递交截止时间***：******月***日10：***时，必联网（http***m）或机电产品招标投标电子交易平台（http***ding.com）。
