项目概况：恩平15-1/10-2/15-2/20-4/20-5油田群油田位于南海东部海域。总体方案为新建一座8腿中心平台（EP15-1 CEP）、一座8腿钻采平台（EP20-4 DPP）和一座4腿无人平台（EP10-2 WHPA），一座4腿无人平台（EP20-5 WHPA）。

 主要技术参数：包括4座平台的PCS、ESD、FGS、SIS系统及各类相应的火气探测设备。陆地控制中心能对海上4座平台进行远程监视和操控，具体详见第八章星号条款。

 2.资格和业绩要求：

(1)资格要求

a)本次招标不允许代理商投标。

★b)制造商通过ISO9001质量体系认证。

以上证书均需在有效期内。

 (2) ★业绩要求：

供应商必须是PCS、ESD或F&G系统的制造商。供货商应具有良好的信誉、售后服务能力、工程能力、系统集成能力、足够的人力资源和工程力量来完成本项目。PCS、ESD、F&G应为标准产品，并应在10年内至少有2个海上设施（海上石油平台、天然气平台、FPSO等）中获得成功运行的业绩，合格的业绩包括完整的PCS、ESD和F&G系统。

供应商必须提供至少两份成功运行的业绩证明文件，每份应包括但不限于以下内容：

合同复印件，体现供货范围、签订时间和使用环境等内容。

第三方船级社签字的设备调试报告或临时接受证书或最终接受证书或用户签字盖章的使用证明等四者之一。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

2. Requirements for Qualification and reference of Bidder:

 (1)  ★Requirements for Qualification of Bidder:

a)    Bid by Agent is NOT accepted.

★b)    The manufacturer of the Bid Goods shall pass ISO9001 Certification.

All the documents within the validity period.

 (2) ★ Requirement for Bidder_EpSingleQuotes_s reference:

The vendor must be the manufacturer of either PCS, ESD or F&G system. Vendor shall have good reputation, capability of after-sales service, powerful engineering capability, system integration ability, sufficient man resources and engineering force to fulfill this project. The PCS, ESD, F&G shall be standard products and shall have proven performance for at least two offshore oil/gas platforms /FPSO projects at marine environment in 10 years, qualified performance shall include complete PCS, ESD and F&G system.

The vendor must provide at least two successful application supporting documents shall include but not limit to as following:

Copy of the contract, which include the scope of supply, signing time, and the usage circumstance;
