Basic Information 项目编号***No.: ***9-*** 项目名称：公共安全情况监测服务项目 Project Name: Public Safety Monitoring Service Project 预算编号*** No.: 1524-W***1 预算金额***元（国***元；自筹资***元） Budget Amount(Yuan): ***（国***元；自筹资***元）最高限价*******元 Maximum Price(Yuan): Package No.1 for ***.00 Yuan, 采购需求： Procurement Requirements: 包名称：公共安全情况监测服务项目 Package Name: Public Safety Monitoring Service Project 数量：1 Quantity: 1 预算金额*****.00 Budget Amount(Yuan): ***.00 简要规格描述或项目基本概况介绍、用途：***区武装部的年度军事训练部署安排，结***镇哨所实际情况，决定组织民兵应急分队集中训练，全面提高海防哨所遂行急难险重任务和应对突发事件的保障能力。(一)参训人员、时间：1、海防哨所民兵应急分队全体人员 2、训练时间：项目年度工时不少于50112小时。(二)训练内容：1、队列训练；2、海防雷达预警系统操作训练；3、警棍盾牌操； 4、卫生与救护训练；5、防护技能训练；6、体能训练。 Brief specification description or basic overview of the project: According to the annual military training deployment arrangement of the district"s armed forces department, combined with the actual situation of our town"s outpost, it has been decided to organize a militia emergency team for centralized training, comprehensively improving the guarantee ability of the coastal defense outpost to carry out urgent, difficult, dangerous and heavy tasks and respond to emergencies. （1） Training personnel and time: 1. All personnel of the coastal defense outpost militia emergency team. 2. Training time: The annual working hours of the project shall not be less than 50112 hours. （2） Training content: 1. Queue training; 2. Operation training of coastal defense radar warning system; 3. Stick and shield exercises; 4. Health and first aid training; 5. Protective skills training; 6. Physical training. 合同履约期限：本项目一招三年，合同一年一签，合同期满经采购人验收通过后，续签合同。首年服务期限:自合同签订起至一年。 The Contract Period: This project has a three-year contract, which is signed once a year. After the contract expires and is accepted by the purchaser, the contract will be renewed. First year service period: from the signing of the contract to one year. 本项目（否）接受联合体投标。 Joint Bids: (NO)Available. 二、申请人的资格要求 2. Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目是专门面向小微企业采购，评审时小型和微型企业产品不再享受10%的价***2）扶持残疾人福利性单位，并将其视同小微型企业。 (b)Qualification requirements to be met to implement government procurement policies: (1) Support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and micro enterprises. During the evaluation process, small and micro enterprise products will no longer enjoy a 10% price discount; (2) Support welfare units for people with disabilities and treat them as small and micro enterprises. (c)本项目的特定资格要求：（1）须系我国境内依法设立的法人（***以自己名义参加采购活动）；（2）符合《关于对接国际高标准经贸规则推进试***区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。（3）本项目不允许转包。 (c)Specific qualification requirements for this program: (1) It must be a legal entity established within the territory of China in accordance with the law (this project does not accept branch offices to participate in procurement activities in their own name); (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (3) This project does not allow subcontracting.
