Basic Information 项目编号***No.: ***4-*** 项目名称：***撬装式环卫设施设备提升项目 Project Name: 2025 Skid Mounted Environmental Sanitation Facility Equipment Upgrade Project 预算编号*** No.: 1524-W***2 预算金额***元（国***元；自筹资***元） Budget Amount(Yuan): ***（国***元；自筹资***元）最高限价*******元 Maximum Price(Yuan): Package No.1 for ***.00 Yuan, 采购需求： Procurement Requirements: 包名称：***撬装式环卫设施设备提升项目 Package Name: 2025 Skid Mounted Environmental Sanitation Facility Equipment Upgrade Project 数量：1 Quantity: 1 预算金额*****.00 Budget Amount(Yuan): ***.00 简要规格描述或项目基本概况介绍、用途：为进一步优***区内装修垃圾收运处全程治理体系，促进行业减污降碳协同增效，推动建立源头投放便利，收运衔接顺畅，处理能力匹配的管理机制。根据沪绿容[2023]123号《关于进一步加***市装修垃圾、拆房垃圾全程治理和资源化利用的通知》，逐步新增、更替专用回收箱，实现装修垃圾收运的多场景应用，促进投放和收运有效衔接。严格按照设置规定，满足设计要求，设置合理的尺寸等。根据***区要求，放置相应尺寸的可回收箱。 Brief specification description or basic overview of the project: In order to further optimize the overall management system of the decoration waste collection and transportation center within the jurisdiction, promote the coordinated efficiency of industry pollution reduction and carbon reduction, and promote the establishment of a management mechanism that is convenient for source disposal, smooth for collection and transportation, and matches processing capacity. According to the Notice on Further Strengthening the Full Process Management and Resource Utilization of Decoration Waste and Demolition Waste in this City (Hu Lvrong [2023] No. 123), dedicated recycling bins will be gradually added and replaced to achieve multi scenario application of decoration waste collection and transportation, promoting effective connection between disposal and collection. Strictly follow the setting regulations, meet the design requirements, and set reasonable dimensions. According to the requirements of each community, place recyclable bins of corresponding sizes. 合同履约期限：自合同签订之日起至******月***日，配送到采购人指定点位并安装调试完成。 The Contract Period: From the date of contract signing until December 31, 2025, delivery shall be made to the designated location of the purchaser and installation and commissioning shall be completed. 本项目（否）接受联合体投标。 Joint Bids: (NO)Available. 二、申请人的资格要求 2. Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China"; (b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。 2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。 3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。 4）落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是□不是）专门面向中小企业采购，评审时中小企业产品均不执行价***。（2）扶持残疾人福利性单位，并将其视同小微型企业。 5）本项目不接受进口产品。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project (■ Yes □ No) is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (c)本项目的特定资格要求：（1）须系我国境内依法设立的法人（本项目（不接受）***以自己名义参加采购活动）；（2）符合《关于对接国际高标准经贸规则推进试***区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。（3）本项目不允许转包。 (c)Specific qualification requirements for this program: (1) Must be a legal entity established within the territory of China in accordance with the law (this project (does not accept) branches participating in procurement activities in their own name); (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (3) This project does not allow subcontracting.
