The tenderer and the owner are Xinjiang Shandong Energy Chemical Co., Ltd.项目名称：***80万吨/年煤制烯烃项目聚丙烯装置技术来源及工艺包Project name: Technical source and process package of polypropylene plant of 800,000 tons / yearcoal-to-olefin project of Xinjiang Shandong Energy Chemical Co., LTD.2．投标人资格和业绩要求 Qualification and Achievement requirements for the bidder(1)投标人应来自中华人民共和国或与中华人民共和国有正常贸易往来的国家***区，具备承担招标项目的能力，包括相应的专业、技术资格和能力，拥有足够的资金、设备和其他物质设施，以及良好的管理能力和经验。 The bidder shall be from the People"s Republic of China or a country or region with normal tradewith the People"s Republic of China, and have the ability to undertake the bidding project,including the corresponding professional and technical qualifications and capabilities, withsufficient funds, equipment and other material facilities, as well as good management ability andexperience. (2)投标人提供的工艺技术必须是最新的、先进的、成熟的、商业化的技术，具有低能耗、低成本、高产品质量的特点。同时须提供该工艺技术的应用业绩。 ***的《石油化工装置工艺设计包(成套技术工艺包)内容规定》(SPMP-STD-EM2001)要求，并满足基础设计/详细设计要求。 The process technology provided by the bidder must be the latest, advanced, mature andcommercial technology, with the characteristics of low energy consumption, low cost and highproduct quality. At the same time, the application performance of the process technology must beprovided. The content and depth of the process package meet the requirements of process DesignPackage (Complete Technology Package) (SPMP-STD-EM2001), and meet the requirements ofbasic design / detailed design.(3)投标人必须是自主合法聚丙烯技术专利拥有者。 The bidder must be the owner of the independent and legal polypropylene technology patent.(4)投标人提供的投标产品拥有完全自主知识产权，因任何第三方提出侵犯其专利权、商标权或工业设计权的责任由投标人承担，由此给招标人造成的一切损失和产生的费用由投标人承担； The bidding products provided by the bidder have fully independent intellectual property rights,and the bidder shall bear the responsibility for infringement of the patent, trademark or industrialdesign rights proposed by any third party, and all losses and expenses incurred thereby to thetenderer shall be borne by the bidder。 (5)投标人具有已投入正常运行的聚丙烯装置专有技术许可、工艺包设计和技术服务及相关专利专有设备供货业绩；投标人须提供所要求的该工艺的用户清单，用户信息须包括国家、单位、联系人、联系电话、案例说明和产能，及合同复印件等相关证明； The Bidder shall have the proprietary technology license, process package design and technicalservice and related patent proprietary equipment supplied in normal operation. The Bidder shallprovide the required user list of the process, and the user information shall include the country,unit, contact person, contact number, case description, production capacity and contract copy.(6)投标人须提供各种(合格有效的)资质证书的复印件：如营业执照、经营许可证、企业注册证明(境外投标方)等；代理商投标须提供制造商针对本次投标产品的授权书(原件)。 The bidder shall provide copies of various (qualified and valid) qualification certificates, such asbusiness license, business license, enterprise registration certificate (overseas bidder), etc.； theagent shall provide the authorization letter (the original) for the bid.(7)近三年生产经营活动中未发生严重违约、骗取中标或重大质量问题； No severe breach of contract, bid winning with fraud action, or major quality issue in the recent 3years. (8)法律、行政法规规定的其他条件。 Other conditions required by law or regulations.(9)投标人开户银行在开标日前三个月内开具的资信证明的原件或该原件的复印件(由投标人代表签字或盖章)。 The Bidder shall provide the bank reference letter issued within three months prior to the date ofbid opening in original or its copy (The signature or sealing by the respective of bidders isneeded). (10)提供******月***日至******月***日的经会计师事务所或审计机构***，***(或科研院所)，可以只提供资产负债表、现金流量表、利润表的复印件，加盖投标人公章或授权人签字。 Provide financial accounting statements audited by accounting firms or audit institutions fromJanuary 1,2021 to December 31,2023. If the Tenderer is a branch (or scientific research institute)of a joint stock limited company, only copies of balance sheet, cash flow statement and profitstatement can be provided, affixed with the official seal of the Tenderer or signed by theauthorized person.
