Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价***；（2）扶持残疾人福利性单位，并将其视同小微型企业。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policies of smes: This project is specifically for the procurement of smes, and no price discount will be implemented for the products of smes during the review; (2) Support welfare units for the disabled and treat them as small and micro enterprises. (c)本项目的特定资格要求：1、未被“信用中国”（www***）、中国政府采购网（www***）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单； 2、须系我国境内依法设立的法人或非法人组织； 3、须***省级及***市级主管部门颁发的建设工程质量检测资质证书（检测范围满足本项目要求）； 4、本项目不允许转包。 (c)Specific qualification requirements for this program: 1. Not included in Credit China (www***) and China Government Procurement website (www***) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person or an unincorporated organization legally established in China; 3. Must have the construction project quality inspection qualification certificate issued by the competent department at the provincial and municipality level (the detection scope meets the requirements of this project); 4. Subcontracting is not allowed for this project.
