由北***市副中心管理委员会、***市规划和自然资源委员会、***市园林绿化局、***市***区人民政府作为主办单位，***作为承办单位，现举办“北***市副中心创新发展轴核心地带暨六环高线公园详细设计国际方案征集”活动，拟公开邀请国内外具有相关经验的设计机构***，提交资格预审申请文件。本次征集活动根据设计范围和设计任务分为A组和B组两个组别。A组通过资格预审选取4个应征人参加征集活动，B组通过资格预审，***区段分别选取2个应征人参加征集活动。***区段由A组和B组各两个应征人共同参与设计工作。

The Administration Committee of Beijing Municipal Administrative Center, Beijing Municipal Commission of Planning and Natural Resources, Beijing Municipal Forestry and Parks Bureau, and Tongzhou District People"s Government of Beijing Municipality as the Sponsors, and Beijing Investment Group Co., Ltd. as the Organizer are currently holding the "International Solicitation of Proposals for Detailed Design of Core Area along the Innovative Development Axis of Beijing Municipal Administrative Center and the Sixth Ring High Line Park." We publicly invite design entities worldwide with related experience to participate and submit the Prequalification Application Documents. This solicitation is divided into two groups: Group A and Group B according to the design scope and design tasks. Through prequalification, Group A will select four Participants for solicitation of proposals, and Group B will select two Participants for solicitation of proposals for each section. For each section, two Participants will be selected from each of Group A and Group B to jointly conduct the design work.

项目名称：北***市副中心创新发展轴核心地带暨六环高线公园详细设计国际方案征集

Project name: International Solicitation of Proposals for Detailed Design of Core Area along the Innovative Development Axis of Beijing Municipal Administrative Center and the Sixth Ring High Line Park

项目位置：东***路副中心段，北至潞苑***街，南至京哈高速。

Project location: The sub-center section of East Sixth Ring Road, extending to Luyuan North Street in the north and Beijing-Harbin Expressway in the south.

（1）六环高线公园：总面积约5.3平方公里，为创新发展轴核心地带，本次征集核心设计范围。西至六环***路，东至六环***路，北至潞苑***街，南至京哈高速，对局部空间节点进行放大，长约14公里，宽约0.3-1.5公里。

（1）Sixth Ring High Line Park: With a total area of approximately 5.3 square kilometers, it is the core area along the Innovative Development Axis, and the core scope of design in this solicitation. It extends westwards to the west side of the Sixth Ring Road, eastwards to the east side of the Sixth Ring Road, northwards to Luyuan North Street, and southwards to Beijing-Harbin Expressway, thus enlarging local space nodes to about 14 kilometers in length and 0.3-1.5 kilometers in .

总体设计：结合设计条件，重点从园林景观、交通组织、空间利用等方面对六环高线公园规划设计方案进行深化研究，形成总体设计方案。

Overall design: Combined with the design conditions, the planning and design proposal of the Sixth Ring High Line Park need to be deeply studied from the aspects of landscape, traffic organization and space utilization, so as to form the overall design proposal.

区段详细设计：以功能业态运营为导向，***区段六环高线公园进行精细化设计，形成修建性详细规划深度的设计方案。重点包***区段运营策划、用地详细规划、功能设施一体化设计、园林景观规划设计、综合交通规划、竖向设计等方面，以及生态、智慧、地下空间等相关专业研究和实施策略研究相关内容。

Detailed design of sections: Guided by functional business operation, refined design of the Sixth Ring High Line Park in each section will be carried out to form detailed design proposals for site plan. The key points include operation planning for each section, detailed planning for land use, integrated design of functional facilities, landscape planning and design, comprehensive transportation planning, vertical design, and other aspects, as well as related professional studies and implementation strategy research on ecology, intelligence, and underground space.

The scope of the Innovative Development Axis in each section will be studied in an integrated manner, so as to link the urban areas on both sides from multiple dimensions including functions, transportation and landscapes, and strengthen the integrity of the Innovative Development Axis.

功能业态运营策划：与总体设***区段详细设计相结合，提出整体功能业态运营策划方案***区段详细运营策划方案，以此为出发点，指导总体设***区段详细设计空间落位，形成对相应深度设计方案的支撑。重点包括功能业态详细运营策划、运营模式及详细测算等方面。

Planning for functional business operation: In combination with the overall design and the detailed design of sections, planning proposals for the overall functional business operation and detailed planning proposals for the operation of each section shall be delivered. Focusing on this as a starting point, Participants may use it to guide the overall design and the detailed design of spatial location of each section and form support for the corresponding detailed design proposals. 4.应征申请人的资格

4. Eligibility and Qualifications of Applicants

4.1 A组应征申请人的资格

4.1 Eligibility and Qualifications of Applicants in Group A

4.1.1 应征申请人应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体，且应具有与本项目的功能性质相类似的设计经验和策划经验。

4.1.1 Any Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws, and shall have design and operation planning experience in a project with the similar functional nature of this Project.

4.1.2 应征申请人应具有承担本征集项目风景园林设计和城乡规划或建筑设计的相应资质或资格，同时须具有运营策划的专业技术能力。

4.1.2 Applicants shall have the corresponding eligibility or qualifications to undertake the landscape design, urban and rural planning, or architectural design of this solicitation, and shall also have the specialized technical ability of operation planning.

4.1.2.2 运营策划专业技术能力要求如下：

应征申请人应具有运营策划的经验和业绩，并能提供与此相关的证明资料。

4.1.3 中华人民共和国境外的应征申请人须与境内的申请人组成联合体应征。

4.1.3 Any applicant outside the People"s Republic of China shall form a Consortium with an Applicant inside the People"s Republic of China before participating.

4.1.4 香港、澳门特别***区和台***区的规划设计机构***。

4.1.4 The qualifications for planning and design entities from Hong Kong and Macau Special Administrative Regions as well as Taiwan shall refer to the requirements of qualifications for design entities outside the People’s Republic of China.

4.1.5 本组别接受联合体应征。

4.1.5 This group accepts applications from Consortia.

4.1.5.1 联合体的各成员应共同签署一份联合体协议。

4.1.5.1 Partners of the Consortium shall jointly sign a consortium agreement.

4.1.5.2 联合体各成员方均应当具备其承担的征集项目设计的相应专业技术能力，且应当具备相应资质/资格条件。由同一专业的单位***，按照资质等级较低的单位***。

4.1.5.2 Each Partner of the Consortium shall have the corresponding specialized technical capabilities for the design of the solicitation project undertaken by it, and shall have the corresponding eligibility/qualifications. For a Consortium composed of units of the same specialty, the qualification level of the Consortium shall be determined according to the unit with a lower qualification level.

4.1.5.3组成联合体的各成员单位***，也不得同时加入本组别其它联合体申请应征资格预审。

4.1.5.3 Partners that make up the Consortium shall not apply for prequalification separately in its own name, nor may it join another Consortium in this group simultaneously to apply for prequalification.

4.1.6 除联合体内部的成员外，参加征集的应征人之间不应存在关联关系。

4.1.6 Except for Partners of a Consortium, the Participants in the solicitation shall not constitute or bear any affiliations.

4.2 B组应征申请人的资格

4.2 Eligibility and Qualifications of Applicants in Group B

4.2.1 应征申请人应为合法注册的法人实体，且应具有与本项目的功能性质相类似的设计经验。

4.2.1 Any Applicant shall be a legal entity that has been legally incorporated in accordance with laws, and shall have experience in design similar to the functional nature of this Project.

4.2.2 本组别不接受联合体应征。

4.2.2 This group does not accept applications from Consortia.

4.3 应征申请人可申请参与一个或***区段/组别的应征，但入选A组的应征人（或应征人的联合体各成员）将不再入选为B组的应征人。

4.3 Applicants can apply for participation in the application of one or more sections/groups, but the Participants (or Partners of the Consortium) included in Group A shall not be selected as Participants in Group B.

The time for obtaining Prequalification Documents is from 9:00 on April 29, 2022 to 17:00 on May 7, 2022 (Beijing Time, excluding holidays, the same below). The website of Beijing Science Park Auction & Tender Co., Ltd. will be accessible at 9:00 a.m. on April 29, 2022.

After Applicants fill in the Application Documents for Prequalification according to the requirements, they should submit them to the Organizer of Solicitation before the deadline of submission of the Application Documents for Prequalification, namely 17:00 on May 15, 2022. 8.1知识产权

8.1 Intellectual Property Rights (IPRs)

8.1.1 本次方案征集中接收的所有有效的应征文件（包括A3版面设计文册、A0标准轻质展板、电子文件、模型和应征设计方案著作权声明等）均不退回。

8.1.1 All valid response proposals (including the A3 sized design book, A0 standard lightweight exhibition panel, electronic documents, models, and the Copyright Statement of Design Proposals) received in this solicitation will not be returned.

8.1.2 应征设计文件和设计成果的知识产权由主办单位***。

8.1.2 The intellectual property rights of the Design Proposals and design results shall be commonly owned by the Sponsors and the Participants.

8.1.3 应征人对其应征设计文件享有署名权，在征得主办单位***、专业杂志、书刊或其他形式评价***征设计文件的相关内容。除应征人的设计标准、设计***元素以外，应征人不得将应征设计文件及设计成果用于其他的设计项目。

8.1.3 The Participants hold the right of authorship for their Design Proposals and can comment on and display such Design Proposals in the forms of media communications, trade magazines, publications among others after granted with the Sponsors’ consent in writing. The Participants shall not use the Design Proposals and design results on other design projects, except the Participants’ design standards, design guides and principles, and drawing elements.

8.1.4 应征人应保证提交的应征设计文件及设计成果在中华人民共和国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如果其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人应已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

8.1.4 Participants shall ensure that all the submitted Design Proposals and design results have not infringed upon and will not infringe upon IPRs (including but not limited to copyright and patent right) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. Participants shall guarantee that if their Design Proposals use or include IPRs or proprietary technologies or trade secrets of others, the Participants shall have already obtained legitimate, valid and sufficient authorization from the right holders. The Participants shall take all liabilities for any compensations arising from infringement upon IPRs or know-how or trade secrets of others.

8.1.5主办单位/承办单位***，主办单位/承办单位***，也可以对其进行修改。主办单位/承办单位***。

8.1.5 The Sponsors/Organizer have the right to use the planning and design results submitted by the Participants in the planning and design of this Project. The Sponsors/Organizer are allowed to use the Design Proposals in whole or in part in the planning and design of this Project or the adjustment and integration of the planning and design proposals, and have the right to modify them. The Sponsors/Organizer shall not use the Design Proposals and design results for a purpose other than this Project.

8.1.6 主办单位/承办单位***、出版和展览，并可通过传播媒介、专业杂志、书刊或其他形式评价***传应征设计文件及设计成果，但应注明设计机构***。

8.1.6 The Sponsors/Organizer can print, publish and exhibit all the Design Proposals and design results, or comment on, display and publicize the Design Proposals and design results via media communications, trade magazines, publications or by other means. The precondition is indication of the names of design entities for such design.

8.1.7应征建筑设计方案（如果有）的著作权归属于应征人，但景观小品及其建构筑物除外。

8.1.7 The copyright of architectural design proposals (if any) shall belong to the Participants, except for landscape embellishments and their structures.

8.2应征设计补偿金（以下简称“补偿金”）

8.2 Compensations for design proposals (hereinafter referred to as “Compensations”)

主办单位（或承办单位）将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付补偿金。A组补偿金金额****元（含境内、外的各项应缴税费），B组补偿金金额***元（含境内、外的各项应缴税费），当应征人出现下列情况时，主办单位***：

The Sponsors (or Organizer) will pay compensations to Participants who have submitted valid response proposals at the specified time in accordance with the requirements of the Solicitation Documents. The amount of Compensations for Group A is RMB 2.0 million (including domestic and overseas payable taxes), and the amount of Compensations for Group B is RMB 500,000 (including domestic and overseas payable taxes). The Sponsors will not pay Compensations if:

（1）应征人未按规定时间提交应征文件；

（1）Participants fail to submit their response proposals within the specified time;

（2）应征人提交的应征文件经专家委员会评审被认定为未对征集文件要求作出实质性响应；

（2）The response proposals submitted by Participants are judged, upon the expert review, as not substantially responding to the requirements of the Solicitation Documents;

（3）应征人被取消应征资格。

（3）Participants are disqualified.

8.3奖项和奖金

8.3 Awards and prize

本次征集活动设奖项和奖金如下：

The awards and prize money for this solicitation are as follows:

（1）总体设计设优胜奖1名，不设置奖金；

（1）One winner will be selected for the overall design without any prize money to be paid.

（2）***区段分别设优胜奖1名，奖金为人***元（含税），此笔奖金中包含了主办单位/承办单位***/承办单位***。

（2）One winner will be selected for each section, with a prize of RMB 200,000 (including tax), which includes the award paid by the Sponsors/Organizer to the winning Participant and the work cost to cooperate with the Sponsors/Organizer to complete the subsequent deepened proposals.

8.4适用法律

8.4 Governing Laws

本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

8.5语言

8.5 Languages

资格预审文件以及与资格预审文件相关的补充文件和澄清文件均使用中文和英文书写。申请文件应使用中文书写，申请人随申请文件提供的证明文件和印刷品可以使用另一种语言，但应附中文译本。在中文与其他语言的意思表达不一致时，以中文为准。

The language used in the Prequalification Documents and any supplement and clarification documents thereto shall be Chinese and English. Application Documents for Prequalification shall be drafted in Chinese. Another language can be used for the proof documents that the Applicant provides along with the Application Documents and printed documents, but the version with Chinese translation shall be attached thereto. In the case of inconsistent expressions in both Chinese and another language, the Chinese version shall prevail.

8.6解释权

8.6 Power of Interpretation

本次征集活动的最终解释权归主办单位。

The Sponsors reserve the power of final interpretation in view of the solicitation.
